Public Law

We help our clients deliver positive outcomes.

Acting in the public interest.

We provide clear, well-informed advice on issues across the UK. We work on ambitious, impactful projects and understand the importance of integrity and discretion. Our public lawyers have substantial experience of working within government on advisory projects, litigation, and on developing and interpreting legislation.

We provide strategic advice and a range of solutions for public and regulatory bodies to help shape decisions, formulate policy, innovate, and engage with stakeholders. Many of our clients operate in central and local government, as well as in the healthcare, education, and energy sectors. They trust us to represent them in judicial review proceedings and to support them throughout the procurement process. Equally, we work with businesses, individuals, and trade unions to assess whether those who govern or regulate them do so in the right way.

Our clients include the British Medical Association, the Gambling Commission and the Solicitors Regulation Authority. We have a long-established relationship with the Welsh Government, having advised on several complex initiatives. We have specialist expertise in devolution and from our base in Wales, we advise local public sector and business clients on the risks and opportunities represented by a growing body of Welsh law. Our public lawyers based in our London office also have experience of working in central Government. We work with other government public bodies including the Development Bank of Wales, Natural Resources Wales, the Future Generations Commissioner and the Welsh Language Commissioner.

  • I just wanted to take the opportunity to thank you for the excellent service you’ve provided to date. It’s been a revelation that you have been so easily accessible and we have not had to chase for responses, also we are pleased with the excellent quality of your work which is obviously based on a good understanding of the issues we have faced.

  • Phillippa Ellis has a strong background in regulatory work, with a focus in recent years on large-scale commercial litigation which makes her particularly well suited to professional negligence claims and claims against professionals involving fraud.

  • The “very tough and streetwise” Philip Jones garners praise as a practitioner who is “highly experienced in commercial litigation” and is “not afraid to give robust advice to clients.” He is most noted for his handling of contentious insolvency matters.

  • I should also mention that the judge paid tribute to the well prepared case on both sides. Although it was a team effort, I do think significant praise should be afforded to Lucy Emanuel; who has performed excellently on a very complicated matter

    Gareth Williams, BMA
