Capital Law appoints Lucy O’Brien as Legal Director of the growing Public Law and Regulatory team

Capital Law has appointed Lucy O’Brien, an experienced public law solicitor, as the Legal Director of the Public Law and Regulatory team, marking a significant step in the firm’s growth strategy.

Lucy brings 17 years of experience in public and administrative law, professional conduct, public inquiries, inquests and judicial reviews. Her strategic litigation experience includes challenges to the interpretation and application of Welsh devolved legislation, and challenges involving education, equality, health and social care.

Lucy has also represented core participants in the ongoing UK Infected Blood Inquiry and the Covid-19 Inquiry. She has acted for children and young people with Special Educational Needs to secure appropriate education and healthcare provision. She has advised individuals, charities, campaign groups and schools, as well as two health boards in Wales on navigating the new Additional Learning Needs framework. She has also acted for campaigners and victims’ groups fighting closures and cuts to public services.
