Roz Sullivan

Subject areas: Commercial, Procurement, Public Law

In recognition of our outstanding expertise serving public sector clients across the UK, Capital has been named as a supplier on Government Commercial Agency’s RM6374 Legal Panel for Public Sector.

Government Commercial Agency (GCA) is the UK’s central commercial and procurement organisation, connecting public and private sectors to achieve the best outcomes for the UK and its citizens. GCA uses its commercial expertise to create a simpler procurement experience that redirects valuable resources into essential public services – creating value for the nation.

We were previously appointed to the single general services lot under the GCA (then known as the Crown Commercial Services, or CCS, framework). This has been extended across five of our key areas of legal expertise:

  • 1a) Full Legal Service Provision for all Public Sector
  • 1b) Full Legal Service Provision for Local Government and Local Communities
  • 2) Focused Legal Support
  • 3) Litigation and Disputes
  • 4) Projects and Complex advice including PPP

With a deep, practical understanding of the challenges facing public sector bodies today, we are dedicated to offering bespoke, cost-effective legal advice and training — tailored to the needs of individual organisations across the country.

Whether our expertise is required to bring specialist knowledge to complex projects, or to provide strategic advisory services on ongoing operations, we bring multi-faceted legal guidance that covers all areas of public, regulatory, commercial, and procurement law.

We’ll also be continuing our widespread knowledge-sharing, training, and social value offerings to public sector stakeholders – to help them stay abreast of relevant changes in the legal and regulatory landscapes, future-proof their operations, and build fairer, more valuable organisations.

Roz Sullivan, GCA Framework Manager and Partner at Capital, said:

We are delighted to be continuing our extensive work with the UK public sector through this new GCA appointment. We know the scale of the challenges facing the organisations, and how hard they work to deliver positive outcomes for people in England and Wales, and we’re eager to extend our support through the framework to help them solve legal problems and upskill teams for the future.
