Andrew is a Principal Associate in our Public Law team.

Andrew is an Australia-trained solicitor working in the UK for over 20 years. He is a senior member of the Public and Regulatory Law team, and is highly experienced in Public and Administrative Law, Government Advisory, Regulatory Law, Litigation and Legal Research.

Andrew is a trusted advisor to his public body clients, providing clear and pragmatic public law and regulatory advice and helping them make good decisions, within the rule of law, to reduce the risk of successful challenge. He is mindful of the impact that decisions of public bodies can have on individuals and groups within the community.

Andrew joined us in early 2023 having spent 15 years with the Government Legal Department where he provided public law advice to Ministers in various Departments on a number of high priority, high profile and/or complex matters. These included:

  • Advising Ministers and senior officials regarding international COVID travel measures.
  • Advising the Secretary of State for Transport with respect to the Government response to the Volkswagen emissions scandal.
  • Advising the Department for Transport on Op Yellowhammer (contingency planning for a “no deal” Brexit”).
  • Acting for the Home Secretary in a challenge brought by London Metropolitan University (LMU) against the revocation of its Tier 4 sponsor licence.
  • Conducting litigation for the Ministry of Defence defending civil claims relating to alleged mistreatment by British troops.
  • Defending numerous government Departments (including the Home Office and Security Services) in private law claims brought by former detainees at the US detention facility at Guantanamo Bay, Cuba (Al Rawi v The Security Service & Others).

Gambling Commission
Advising the Gambling Commission in connection with a procurement challenge brought in respect of the award of the 4th National Lottery licence, listed by the Lawyer as being one of the top 20 cases in 2025, as well as advice on general regulatory matters, including responses to complaints against gambling businesses and FOI queries.

Solicitors Regulation Authority
Advising the Solicitors Regulation Authority on various regulatory and litigation matters, including complaints/claims brought by aspiring lawyers challenging missed or failed assessments.

British Medical Association
Advising the British Medical Association (BMA) regarding various judicial review proceedings challenging decisions, and failures to act, by Central Government which impacted negatively on BMA members.

Education
Providing guidance to Estyn regarding complaints about its inspection processes and, in particular, the acceptance of anonymous complaints against Estyn inspectors.

Advising tertiary institutions with regards to their disciplinary processes and procedures as well as on the approach to individual disciplinary investigations and hearings.

Government and Local Authorities
Providing advice on statutory interpretation relating to the eligibility of foreign nationals to obtain assistance from a funded programme in Wales.

Advising Local Authority organisations generally on the provision of, and processes around, free school meals.

The Royal Mint
Litigation advice to The Royal Mint regarding challenges to its policies, as well as related contempt proceedings improperly pursued by its opponent.
